What Is Live Scan Fingerprinting?
The California Department of Justice provides an automated service for criminal history background checks that may be required as a condition of employment, licensing, certification, foreign adoptions or VISA/Immigration clearances.
The Live Scan Fingerprinting Process
Costa Mesa Live Scan will roll/scan applicant fingerprints and submit his or her prints electronically to the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI). It takes approximately five to ten minutes for a certified fingerprint operator to type in applicant information (i.e. Name, birthdate, gender etc.) into the computer, scan applicant fingerprints and electronically send the information to the DOJ and FBI.
Next, the DOJ and FBI will process applicant criminal background checks using the applicant submitted information and fingerprints. DOJ and FBI background checks can take up two to three days; however, some requests may take up to two weeks or longer depending on the information contained within the record (i.e. If applicant has a past criminal history).
Last, the DOJ and FBI will send applicant criminal history background checks to applicant requesting agency or employer.
Applicant should allow a minimum of seven days before making a status inquiry. Please refer to "Checking on Status of Fingerprint Submission" section below.
What To Bring With You
In order to get fingerprinted, the DOJ and FBI require the following before processing your criminal history background checks for employment, licensing, certification, foreign adoptions or VISA/Immigration clearances:
At least (1) "Request for Live Scan" form issued to you by the requesting agency, employer or download from the links below. For your convenience, just fill out the form once and we will make additional copies for you. Here is an example of a "Request for Live Scan" form.
A valid photo identification (i.e. Driver's license, passport, military identification).
No appointment necessary. It's first come first served basis. The average processing time for a Live Scan takes 5-10 minutes.
Varying Fees
A fingerprint-rolling fee will be collected when applicant get his or her fingerprints taken.
There is also a criminal history processing fee collected by the California Department of Justice and Federal Bureau of Investigation for the background checks. If you have a six digit billing number located next to "Misc. No. BIL or Agency Billing Number" section on your Live Scan form you do not have to pay the government fee(s) at the Live Scan site. We accept cash, credit cards, checks, money order and billing accounts.

*(If you have a six digit billing number next to "Misc. No. BIL" section on the Live Scan form, you do not have to pay the DOJ or FBI fee at the Live Scan facility).
Checking on Status of Fingerprint Submission
Please allow a minimum of seven days before making a status inquiry. Applicants should check first with the agency that requested the background review since the Department of Justice sends results directly to the applicant agency. Requests that require the manual processing of criminal history information, such as those involving pre-1945 cases, also may delay the reporting of results.
24-hour Automated Telephone Service Available: 916-227-4557. If a requesting agency does not have results yet and digital Live Scan fingerprints were submitted, you can use the automated telephone system to check on your submission. You will need the following information: (1) your date of birth; and (2) the 10-digit Automated Transaction Identifier (ATI) number that appears at the bottom of the Department of Justice form requesting Live Scan fingerprint background checks. The ATI number always appears in the following sequence: 1 LETTER; 3 NUMBERS; 3 LETTERS and 3 NUMBERS.
To Request A Copy Of Criminal History Record
Individuals have the right to request a copy of their own criminal history record from the Department of Justice to review for accuracy and completeness. Requests from third parties are not authorized and will not be processed by the department. To receive a copy of a criminal history record, individuals must submit Live Scan or Manual fingerprints.
All California Applicants must submit Live Scan fingerprints. Instructions. En Espaņol. Use the Live Scan Form (Form BCII 8016RR).
Applicants Living Outside California/United States may submit manual fingerprinting cards. Request the Application to Obtain Copy of State Summary Criminal History Record (Form BCII 8705).

Applying To Become An Applicant Agency
Unless already designated by statute, an organization must apply with the state Department of Justice to become an Applicant Agency. Your organization will be issued an ORI code that is needed to process a Live Scan. California law allows certain government and private organizations that qualify as an "Applicant Agency" to conduct criminal record background checks to help determine the suitability of a person applying for a license, employment or as a volunteer working with children, the elderly and disabled. These include law enforcement agencies, public and private schools, non-profit organizations and in-home supportive care agencies.
